Anyone on EVA has no choice but to deal with any minor ticks, itches or other annoyances. They do not rush back to the airlock and apply a cream. Everything, including bathroom functions, are taken care of in our suit. You live with it for however many hours you have to until the job is done, and you can return to the Shuttle.

The official policy is "scratch if you have to, but don't tear your suit".
If the suit is too bulky to scratch, that's the astronaut's problem not NASA's.

You can try pulling the arms out of the sleeves and down towards the itch.
